Call to Order
The meeting was called to order at 3:16pm.
 
Guest Speakers
Jorge Vanegas and Lilia Gonzales, Campus Master Plan Update
  • Nearing completion of a yearlong process of campus planning
  • Taken into account the 2004 Master Plan & where we are headed in the future
  • The second draft has been received; final draft is due next month
  • Everything is available on the campus plan website http://campusplan.tamu.edu/
  • Six Focus Elements
    • Campus Development Plan- overall plan bringing all elements together, what we see has the campus develops: near, midterm, and long-term scenarios
    • Mobility and Safety- pedestrians and vehicles
    • Sustainability and Wellness-  sustainability of the built environment and also the socio and cultural wellness of the campus and community
    • Campus Guidelines- technical; how to integrate different landscapes and materials
    • Conservation and Heritage- looking at campus assets: age and culture
    • Wayfinding and Signage- how to navigate campus
  • 50+ sessions have been held with the campus community of 300+ participants
  • 2004 was the last time a whole campus development plan was created; current plan is built off the goals of the older one
  • 2016 Planning Themes
    • Plan Incrementally- intermediate planning
    • Integrate Holistically- tying it all together
    • Enhance the Identity- promote our identify to the community
    • Broaden Sustainability- not just about the buildings on campus
    • Celebrate the Legacy
  • Strong feedback on campus has been for a larger open space network- looking at developing the space in between the buildings: quads, green zones, natural landscape, plazas
  • Character Zones unify certain areas on campus: by types of materials & building style
    • Northside: proposed new green spaces for a dense part of campus, renovations of some existing buildings
    • West Campus: proposed a lot of growth, new walkways, open spaces, housing developments
    • Historic Core: typified by nice open green spaces, renovations of existing buildings from a functional standpoint
  • More FORUMS: place, meeting, medium where ideas and views can be exchanged, looking to add more of these on campus, indoor and outdoor. Each support multiple types of activities. Largest potential for these spaces being in west campus and towards Research Park.
  • Transportation is moving towards the pedestrian being the priority: inclusion of a new bicycle network, increased dismount zones, minimal roadway alterations
Leonard Bright, Office of Graduate & Professional Studies Professional Development for Graduate Students
  • Professional Development-Provides training outside traditional, discipline-based graduate coursework; helps bridge the gap between coursework and future careers
  • OGAPS PD Initiative- promote existing PD opportunities, identify gaps and develop new opportunities
  • Versatile PhD Portal- online resource; assessed through the career center; career panels, job listings
  • PD Portal- search tool that connects students with PD activities by dept., college or university level
  • Aggies Commit Mini Grants- provided to student organizations that develop or enhance high impact learning opportunities for graduate students
  • RAP Grants- research and presentation awards; money given to graduate students to provide presentations or conduct research; available on an annual bases
  • 3 Minute Thesis Competitions- 3 minute 1 slide presentation of their research
  • GRAD Aggies- multi-scale collaboration to provide opportunities to graduate students for professional development in four areas: academic development, leadership & communication development, instruction and assessment; and career development; includes workshops, seminars, and online resources.
  • CIRTL- Center for the Integration of Research, Teaching and Learning- Career development programs to provide experience and certificates in teaching for those graduate students interested in becoming faculty

Dr. John August, Voluntary Separation Program
  • This year’s program has closed
  • VSP for staff discussed- not centrally funded
  • Participation was mostly through administrative divisions
  • There is no waiting list- all faculty who were eligible and submitted their application on time were granted voluntary separation
  • 10/5 Blanca Lupiani and John August held an informational session for department heads for PTR
  • Concerns have arisen that appropriate discussions within departments have not happened
  • Draft Department Guidelines are due to DOF office by Jan 15th
  • Questions and expectations:
    • Groups should discuss and identify and define clear criteria with faculty input
    • What is satisfactory/excellent
    • What constitutes unsatisfactory performance
    • When the percentage is low (not 0) how is that to be defined
    • Defining needs improvement
    • Documentation of expectations, loads, etc. are well documented so that dept. heads who do not have teaching or research expectations have fair expectations of others

  •                 Our concern: there will not be enough time for depts. to meet, how can we prevent depts. using the winter break to push a document through without dept. input
  • JA—will ask dept. heads how and when they included the faculty in the forming of the document
  • RA—it would be good if the email that goes to the dept. head also goes to the faculty
  • Angie Price College of Engineering—implementation and the time line for that
  • Varying time lines for annual review
  • When does this start?
  • Karan Watson—responds—“tell us the phase in plan”  The depts. will decide when it works for their time line
  • Annual evaluation process—lower level courses
  • Part of the annual evaluation process—faculty members will be asked to reflect on their own teaching effectiveness

Speaker Bierman asked Speaker-elect Price to take the Senate into the Committee of the Whole.
 
Raymundo Arroyovae from Engineering suggested a possible resolution regarding post-tenure review. A motion was made to put this on the agenda. The motion was passed. Ira Greenbaum, College of Science, asked about the terms of the resolution, more specifically what does “direct, full, and comprehensive” mean. Jon Jasperson from Mays Business School asked why the resolution only applies to post-tenure review and not to other faculty. It was suggested that it include all faculty. Angie Hill Price, Engineering, noted that it was not intended to leave out academic professional track faculty. The resolution was voted on and passed (FS.34.139).
 
Andrew Klein, Geosciences, discussed the progress on the International and Cultural Diversity graduation requirements.
 
Cynthia Hernandez, Associate VP for Student Affairs was asked to provide an update on the incidents against students on campus since Trump was elected.
 
Diane Bedford from the College of Education brought forth concerns about the notes from health services regarding student absences. Jon Jasperson responded. The College of Medicine Senators noted that providing medical excuses is itself a problem with regard to the diagnostic procedure.
 
Trez Jones, College of Education, suggested that the Senate not have three guest speakers at the same meeting in the future and noted that if we do, maybe the Senate could flip the meeting and do business before guest speakers.
 
Joystna Vaid, from college of Liberal Arts, sought guidance to faculty from legal counsel about what faculty can and cannot discuss with students without violating their contracts. This was in regards to politics, etc. Dr. Angie Hill Price suggested that we forward the request to legal counsel.
 
Johnathon Coopersmith (Liberal Arts), via Andrew Klein (Geosciences), provided a reminder to faculty about the active shooter training.
