Call to Order
The meeting was called to order at 3:16pm.Guest Speakers
John Raney, Texas House Representative- Texas A&M Class of 1969
- Served for the past five years- House District 14; formerly on Appropriations and Higher Education Committees
- Raney indicated that he hopes to be on the Higher Education committee again this time around
- He indicated that he was not sure if we will wind up with a 4% cut for all of the state as was suggested, but hopes that higher education and public education are not cut (note: we just found out that we will have a 2.7% cut)
- The most important thing we can do is create an educated work force
- He indicated that we need to respond to greater vocational needs and he encouraged us to take a participatory role in politics; doesn’t just mean voting in November; encourage voting in primaries and taking a participatory role in the process
- He’s here to listen to us and then go do at least a portion of what we want him to do if they align with his beliefs. He’s fairly conservative but is open to change.
- Responding to a question posed by Stephen Miller (CLA): Is there an awareness at the state legislative level that the flagship institutions have a special role and therefore should have special powers in terms of raising revenue to accomplish their mission, in particular returning the power to determine fees back to the legislature. Raney said he thought A&M has done an outstanding job of keeping tuition costs down. Feels returning this to the state seems almost impossible at the current funding levels. Personal opinion is that if we do that, there still needs to be a lot of flexibility.
- He responded to the question posed by Greg Heim (Mays) about the Hazelwood Act and indicated that costs of this act are being shouldered by other students.
- Other questions were posed by Walter Daugherity (Computer Science), Daniel Jiminez (ENG), and Greg Heim (Mays). These topics covered questions about Blinn, performance based funding, having an effect on the political process, and out of state tuition.

- ICD changes in process (Julie Harlin-AGLS): Note that the document was on the November agenda for discussion; Core Curriculum Committee is still working on the final details before presenting the final document to the Senate for voting/approval.
- Several open forums and meetings with different groups to discuss the changes
- 6hr graduation requirement
- Special meeting on January 9th to finalize proposal; proposal posted on Faculty Senate website

- Johnny Hurtado, College of Engineering, responds regarding these courses and the role of leadership. The courses are: ENGR 250, 350, 351, 450, 451; Courses support a new certificate in Engineering Leadership. Have reached out to leadership in Ag with Dr. Dooley and Dr. Strong. The director of the program, Seth Sullivan, coordinated with Dr. Strong to get input and strengthen what is being done. Unique program with pre-semester part.
- Dr. Harlin (AGLS) indicates lack of leadership content in the curriculum; Ag Leadership decided not to write a letter of support for these courses
- Dr. Dooley (AGLS) represented the department and their concerns at the UCC meeting. Talked through lack of leadership content originally proposed but there was some discussion about that after the fact. Under the impression that these concerns were addressed and did not realize there was still concern until today.
- Jon Jasperson (MAYS)—raised the question that is the role of the department to be critiquing the content/program or is the role to review and look for any overlap in content. Purpose of recognition from College of Agriculture is that there is no overlap.
- Beverly Irby (EDUC)- has anyone discussed with College of Education regarding their leadership courses/programs. Hurtado (ENGR) said yes, they have discussed this, particularly the course on Engineering Creativity.
- Robert Strong (AGLS)- Department does not support because of the name leadership, that is not current leadership education per scholars

- Kim Hill, College Liberal Arts, pulled the item.
- Stephen Oberhelman requesting a delay in the approval for this minor. There are colleges that are working on an entrepreneurship minor. Request that Engineering work with Liberal Arts on this matter as we have faculty that have been hired particularly for this basis and are working on this with Mays Business School. Concern about duplication and think there should be a great discussion.

- John Hurtado: Minor in Eng. Entrepreneurship- This is something that the need for has come through student surveys. More than half of students indicate the desire for this; 80% of industry indicate need for this. Focus is for students to bring their ideas to the classroom to do the process of re-design and redevelopment of engineering product. Not something that can happen in minor within another college. Does not exclude other major/minors
- Senator Jasperson (MAYS)- Engineering used to be engaged in conversation with Liberal Arts & Mays, but elected to withdrawal from those conversations and submit a proposal on their own. One particular course that was cross-listed is no longer considered a cross-listed course. Would like it postponed for a most inclusive program.
- Senator Price requests Dean Banks be recognized.
- Dean Banks College of Engineering- Not the same as the other proposed minors in entrepreneurship. It’s different based on different areas. This is a program specific to redesign and redevelopment of engineering products. Don’t expect everyone to choose this minor, but given the demand, we feel this program would benefit students who have developed products to move forward with intellectual property and small business.
- Provost Watson –it will be delayed regardless because of the word entrepreneurship. Entrepreneurship is multi-disciplinary and we need to do some more review of the definition of the word to prevent redundancy. We want what’s best for our students
- Walter Daugherity, Computer Science Department, there is certificate in Mays, Agribusiness, Rural Entrepreneurship- variety of programs already.

- Beth McNeil (EDUC) pulled the attachment; there is an entire department offering a degree in health in a variety of instance. In addition, the School of Public Health also offers a BS in community health. Question is are we duplicating? Additional concern about courses listed under electives- two of the courses seem to have the same content. Is there a provision that prevents them from taking two of the same courses/same content?

- Steve Oberhelman (Liberal Arts)- Discipline health humanities is a recognized branch of scholarship and teaching. The difference is that this is not applied health—a study of health issues and wellbeing using exclusively tools and methodology in the liberal arts such as studying artifacts like literature, film, anthropology, archaeology, etc. Letter from Associate Head of Health & Kinesiology stating he has no objections to this proposal. There may be similar titles, but the content is different.

Speaker-Elect Price asked if there is any business for the Committee of the Whole- Clint Magill (AGLS)- member of honor council. Numerous cases recently of groups using electronic devices to spread the word and sell notes. Something we all need to be aware of if you send things to google groups.
- Provost Watson –study on redundancy. Are courses and programs being offered redundant? People are trying to mine our catalog looking for words/phrases that would make it seem that courses seem to be similar. Then we follow up by looking at the number of seats. Next, we ask the departments what makes these different. Is there a smarter way for us to offer the courses? Wanting a robust discussion, not only when it’s new, but as the course progresses over time. We’re not saying there is a problem, but we should study them and think systematically about how we help the university recognize these and work together multidisciplinary. Looking to be smarter about getting students through curriculum and how we use faculty and classroom space. If you’d like to help us, we are open to that.
- John Hubbard, College of Medicine, wants to revisit issue of student absences and certification of illness without seeing a medical professional. Wants a copy of documentation that makes this allowable. If there is not an official policy, he moves that this be done away with. We are jeopardizing ethical and legal standards. Clint Magill (AGLS) does not think they say officially they are sick. He has seen where students can just go online to get an excuse. Bob Strawser (MAYS)- we have an honor system and we should use that or do away with it.
- Janice Epstein—concern about how finals are scheduled; faculty are not putting their information in howdy causing conflicts. This is particularly an issue with online courses. Need to be clear about having things put in Howdy. Walter Daugherity, Engineering, also an issue with online faculty not giving enough time between exams. Suggest that we enforce the “no exam sooner than 30 minutes after the previous exam”. Clint Allred (AGLS) as someone who teaches online, we don’t have a time slot to give exams. What would you have us do? Maybe we need to look into having a specific time slot for online courses as well.
