CALL TO ORDER
Speaker Rice called the seventh meeting of the 40th session to order at 3:00pm. Due to ongoing social distancing practices resulting from the COVID-19 pandemic, the meeting was conducted via Zoom.

SPEAKER COMMENTS
Colleagues, I would like to take a few minutes today to discuss an issue that has many of us concerned, the mental health of students, faculty, and staff. Student government has been actively engaged in this issue this semester working on ways to address the challenges that many students face, and I expect that in the spring we will be working on a number of proposals together.
Ten days ago, I attended the monthly conversation conducted by Faculty Affairs. One thing that was clear after the 90 minutes of discussion, was the amount of stress and anxiety many faculty are feeling, particularly in their efforts to balance family, life and work.
Then last Friday, several senators met with Nancy Fahrenwald, the Associate Vice President for University Health Services and Connie Langellier, the Associate Director of Counseling and Psychological Services to discuss ways faculty might engage in helping students who are facing challenges. We left the meeting with three action items.
One, we are going to devote our January Senate Coffee Session to the state of mental health on campus. That will be a time when you can bring up issues you would like to see the university address. We will be inviting Dr. Fahrenwald and others to join us that day.
Two, in February the Senate and CAPS will jointly sponsor a workshop on how to talk to students in crisis, which we hope will be the first of a number of workshops aimed at assisting faculty who want to learn more about addressing student mental health issues.
Three, the same group that met last week to discuss student mental health will meet again in January to explore the mental health challenges that faculty face, and ways to address them. I hope we can develop a plan of action in the spring to address faculty well-being.
These are not the easiest things to discuss, being open about these issues will make many people feel vulnerable and I recognize that may limit some involvement. But it’s incumbent on the Senate to take a leadership role in improving the well-being of all members of our community.
I wrap up the speaker comments by noting a few operational matters.
First, I would like to remind you that if you are unable to attend a meeting for a valid reason, please be sure to reach out to our Faculty Senate Assistant so she can make sure to document your absence as excused. This is a reminder; you’re only allowed to miss three meetings per year.
We will not be holding our Senate Coffee in December, but as I mentioned earlier. I hope many of you will attend the one we will be hosting on January 20th in the Great Hall of the YMCA.
Finally, I would like to wish everyone a safe, healthy and relaxing break. I know you deserve it.

CONSENT AGENDA
The motion passed to approve the December 12, 2022; Consent Agenda – Approved as submitted with one exception of Nutrition 440.
UNFINISHED BUSINESS
Nutrition 440 – Senator Clint Magill moved to table Nutrition 440 and Senator Angie Hill Price seconded that motion. Senator Asha Rao explained that 60-70% of this course’s material is already covered in Biology 351. Nutrition Department has not been in contact with Biology.
It was found by Senator Hank Walker to have been rolled back to the Nutrition Department Head role and should not have been on the agenda.

Core Curriculum Council Course Report – Attachment C - Approved
INFORMATIONAL ITEMS
Proposed name change for the College of Agricultural & Life Sciences – Recreation, Parks & Tourism Sciences will now be Hospitality, Hotel Management & Tourism.
Proposed amendments to the Faculty Senate Constitution – Senator Clint Magill asked about why a faculty member must be .75% in order to vote and be on the senate. Speaker Rice responded this was to clarify that all APT faculty have the same rights as all faculty at the University. Senator Catharina Laporte Asked why the senate is being increased from 120 to 150. Speaker Rice responded that they wanted some flexibility due to realignment of colleges.
COMMITTEE OF THE WHOLE -
Secretary – Janice Epstein asked if there were any positive issues or items of concern appearing on campus relating to diversity, equity, and inclusion.

GENERAL TOPICS
Senator Jorge Alvarado commented that Disability Services is having to be reminded to deliver tests. He feels they are short staffed. Senator Asha Rao mentioned that Disability Services is saying they don’t have enough seats to proctor exams for all of the students. Speaker Rice said that that the Faculty Senate met with Disability Services a year ago and issues were addressed. Said that we should have a representative come to speak to the Senate to address these issues.
Dr. Tim Scott said that President Banks has established a working group looking into the large number of students Disability Services serves.
Senator Stephanie McCartney commented about her class being interrupted by Corp of Cadets and other groups delivering Christmas Carols. Also mentioned that she has a student with issues and she has reached out to several platforms and the student is still not being helped.
Senator Adam Haney commented that he would be meeting with Study Abroad and may invite them to come to the senate to advise about their fees.
Senator Blanca Lupiani asked why the dean search was internal and not a national search. Speaker Rice said that President Banks would need to answer that question and he would raise that question during the next Executive Committee meeting with the president.
Senator Angie Hill Price commented on the policies and processes for transfers to the university and the opportunity majors. There are departments wanting to be on the list of opportunity majors but unable to be on it. And others that are on the list that don’t want to be on it. Speaker Rice said that he has expressed about concerns to administration and attempted to have a speaker here at today’s meeting to discuss transfer admissions however scheduling conflicts prevented anyone from attending today’s meeting. He would ask administration to delay until meeting with the senate. Senator David Bapst asked if there was a list of Opportunity Majors.
Senator Jorge Alvarado commented asking when we will return to meeting in person? Said if we wanted to have a hybrid meeting was fine but he wanted to return in person. Speaker Rice stated that we have already voted on this and decided to remain via Zoom this year. And will revisit this in May. Senator David Bapst stated that it was easier for everyone to be together via Zoom.
Senator Steve Hague stated that he would like to recognize Dr. John Haglund, College of Engineering for heroic actions on the night of November 20th and wished him a very speedy recovery from injuries he suffered that night. Senator Angie Hill Price also commented that Dr. Haglund also reached out to his students to assure them that this would in no way impact them.
Senator Rebecca Burns stated that we have much higher attendance via Zoom than the in-person meetings.
Senator Catharina Laporte stated that during the meeting men are addressed as doctors and women are being addressed by their first names and on the agenda there are people listed as doctors who are not doctors. Wants to be more thoughtful about titles. She also mentioned mental health of faculty, she had a faculty member come to her who had mental health issues brought on by COVID and not being able to get the accommodations needed in the classroom.

These are not the easiest things to discuss, being open about these issues will make many people feel vulnerable and I recognize that may limit some involvement. But it’s incumbent on the Senate to take a leadership role in improving the well-being of all members of our community.
I wrap up the speaker comments by noting a few operational matters.
First, I would like to remind you that if you are unable to attend a meeting for a valid reason, please be sure to reach out to our Faculty Senate Assistant so she can make sure to document your absence as excused. This is a reminder; you’re only allowed to miss three meetings per year.
We will not be holding our Senate Coffee in December, but as I mentioned earlier. I hope many of you will attend the one we will be hosting on January 20th in the Great Hall of the YMCA.
Finally, I would like to wish everyone a safe, healthy and relaxing break. I know you deserve it.

CONSENT AGENDA
The motion passed to approve the December 12, 2022; Consent Agenda – Approved as submitted with one exception of Nutrition 440.
UNFINISHED BUSINESS
Nutrition 440 – Senator Clint Magill moved to table Nutrition 440 and Senator Angie Hill Price seconded that motion. Senator Asha Rao explained that 60-70% of this course’s material is already covered in Biology 351. Nutrition Department has not been in contact with Biology.
It was found by Senator Hank Walker to have been rolled back to the Nutrition Department Head role and should not have been on the agenda.

INFORMATIONAL ITEMS
Proposed name change for the College of Agricultural & Life Sciences – Recreation, Parks & Tourism Sciences will now be Hospitality, Hotel Management & Tourism.
Proposed amendments to the Faculty Senate Constitution – Senator Clint Magill asked about why a faculty member must be .75% in order to vote and be on the senate. Speaker Rice responded this was to clarify that all APT faculty have the same rights as all faculty at the University. Senator Catharina Laporte Asked why the senate is being increased from 120 to 150. Speaker Rice responded that they wanted some flexibility due to realignment of colleges.

Secretary – Janice Epstein asked if there were any positive issues or items of concern appearing on campus relating to diversity, equity, and inclusion.

GENERAL TOPICS
Senator Jorge Alvarado commented that Disability Services is having to be reminded to deliver tests. He feels they are short staffed. Senator Asha Rao mentioned that Disability Services is saying they don’t have enough seats to proctor exams for all of the students. Speaker Rice said that that the Faculty Senate met with Disability Services a year ago and issues were addressed. Said that we should have a representative come to speak to the Senate to address these issues.
Dr. Tim Scott said that President Banks has established a working group looking into the large number of students Disability Services serves.
Senator Stephanie McCartney commented about her class being interrupted by Corp of Cadets and other groups delivering Christmas Carols. Also mentioned that she has a student with issues and she has reached out to several platforms and the student is still not being helped.
Senator Adam Haney commented that he would be meeting with Study Abroad and may invite them to come to the senate to advise about their fees.
Senator Blanca Lupiani asked why the dean search was internal and not a national search. Speaker Rice said that President Banks would need to answer that question and he would raise that question during the next Executive Committee meeting with the president.
Senator Angie Hill Price commented on the policies and processes for transfers to the university and the opportunity majors. There are departments wanting to be on the list of opportunity majors but unable to be on it. And others that are on the list that don’t want to be on it. Speaker Rice said that he has expressed about concerns to administration and attempted to have a speaker here at today’s meeting to discuss transfer admissions however scheduling conflicts prevented anyone from attending today’s meeting. He would ask administration to delay until meeting with the senate. Senator David Bapst asked if there was a list of Opportunity Majors.
Senator Jorge Alvarado commented asking when we will return to meeting in person? Said if we wanted to have a hybrid meeting was fine but he wanted to return in person. Speaker Rice stated that we have already voted on this and decided to remain via Zoom this year. And will revisit this in May. Senator David Bapst stated that it was easier for everyone to be together via Zoom.
Senator Steve Hague stated that he would like to recognize Dr. John Haglund, College of Engineering for heroic actions on the night of November 20th and wished him a very speedy recovery from injuries he suffered that night. Senator Angie Hill Price also commented that Dr. Haglund also reached out to his students to assure them that this would in no way impact them.
Senator Rebecca Burns stated that we have much higher attendance via Zoom than the in-person meetings.
Senator Catharina Laporte stated that during the meeting men are addressed as doctors and women are being addressed by their first names and on the agenda there are people listed as doctors who are not doctors. Wants to be more thoughtful about titles. She also mentioned mental health of faculty, she had a faculty member come to her who had mental health issues brought on by COVID and not being able to get the accommodations needed in the classroom.
