CALL TO ORDER

Speaker Andrew Klein called the meeting to order at 3:00pm.  After initial comments, he swore in new Senator from Galveston, Papia Rozario.
 
 

GUEST SPEAKER

Speaker Klein introduced guest speaker Ms. Elaine Mendoza, Chairman of the Board of Regents for the Texas A&M System and welcomed her to the podium.
 
Ms. Mendoza spoke about two items of top priority to the TAMU System: being invested in faculty and student success.  She expressed that among the diverse challenges, mental health is a growing concern among the student population.  She had heard this from the Senate’s Executive Committee, and also heard that losing the Aggie spirit is a concern as well.  Further, the success of Texas A&M University and the system schools cannot be decoupled.  Colleagues across the TAMUS are serving the under-served, and TAMUS schools cover a wide spectrum; this is powerful legislatively, as TAMUS faculty serve rural, urban, and international communities.  We impact 165,000 students across the great state.  Ms. Mendoza shared that at the system level, learning outcomes and student success metrics have been created (for example, demographics of students, student graduation metrics, etc.), that have considerably increased our transparency and accountability.  She stressed the importance of showing our legislature exactly what we are doing to be accountable and that we are transparent.  Further, it is critical for university educators to partner with Pre-K to12 teachers, and ensure that students entering the University are prepared to take the courses offered at Texas A&M.  Ms. Mendoza expressed appreciation for the College of Education’s initiative of adding the EC3 component to their degree program.  Ms. Mendoza concluded that our system has a lot of momentum and we need to spread the A&M flag to many places, the State Legislature, and the national governance.

None in January. 
 

SPEAKER COMMENTS

Speaker Klein welcomed regular guests and Senators for their attendance, citing the importance of the December and January meetings in ensuring curricular items are approved in time to appear in the upcoming course catalog.

• He noted that since the last meeting over 5000 Aggies had graduated, including the first two from our McAllen campus, and 54 students were commissioned as officers in the U.S. Armed Forces.
• He thanked the members of the Executive Committee who represented the Senate at commencement ceremonies, shaking the hands of every graduate walking the stage.
• He credited the administration for the success of the inaugural Doctoral Student Hooding Ceremony, citing the likelihood that it will become a great new Aggie Tradition.
• Updating the Senators on the ongoing issue of the Unrelated Business Tax Income (UBIT) impact on pre-tax parking, he shared the good news that the federal government repealed the tax law creating the problem, so it is no longer an issue.
• He met with Tyson Voelkel, President of the Texas A&M Foundation, and Porter Garner III, President and CEO of the Association of Former Students to investigate ways that faculty can work more closely with these two organizations in support of engaging our former students.
• He shared that the all of the Senate’s records of approvals since 1988 had been stored in the Senate office, and that he and Betsy Peterson, Executive Assistant to the Faculty Senate, had boxed up 30 years of items to go to the University Archivist for storage.
• He stated that February’s guest speaker would be Dr. Jocelyn Widmer, Assistant Provost for Academic Innovation to speak about the new Learning Management System, CANVAS.

 
Speaker Klein closed his remarks wishing all a productive semester.

The motion passed to approve the Consent Agenda as presented.
Speaker Klein highlighted new and revised courses from the College of Dentistry, and commented on the dedication of the COD’s new 160,000 square foot facility on January 23^rd.  He shared that their faculty and students support 100,000 patient visits a year – a number that is projected to increase by 40% with the new facility; an outstanding example of how Texas A&M faculty truly exemplify the Aggie Core Value of Selfless Service.
 
He then asked if any Senators wished to highlight any other curricular items.  None did.

COMMITTEE OF THE WHOLE

Speaker-Elect John Stallone convened the Committee of the Whole.  
 
Angie Hill Price, College of Engineering
Senator Price raised concerns about the number of vehicles driving on sidewalks, especially during class breaks.
 
David Earnest, College of Medicine
Senator Earnest expressed concern about the continuing issue of extended lengths of time in hiring people for grants.  He said there had been some small improvement after representatives from HR looked at the Workday issue, but there are still major problems.
 
Jorge Alvarado, College of Engineering
Senator Alvarado shared challenges with the new HOWDY website.
 
Hank Walker, College of Engineering
Senator Walker announced that he is the Faculty Senate representative on the Enterprise Information Steering Committee, and addressed some of the stated concerns with HOWDY.  There is a gradual migration from older, no-longer-supported versions to a version supported by the vendor.
 
Andrew Klein, College of Geosciences
Speaker Klein shared that student leadership had also raised similar issues related to HOWDY.
 
Angie Hill Price, College of Engineering
Senator Price shared that AOC Deans also expressed concerns about HOWDY.
 
Stefanie Harris, College of Liberal Arts
Senator Harris suggested faculty be notified in advance of launching new software, stressing communication would help prevent so many problems.
