CALL TO ORDER
Speaker John N. Stallone called the eighth meeting of the 38th Session to order at 3:00pm. Due to ongoing social distancing practices resulting from the COVID-19 pandemic, the meeting was conducted via Zoom. Speaker Stallone began by reminding Senators of the Zoom features to be used during the meeting, then several newly-elected Senators were sworn in.GUEST SPEAKER
Speaker Stallone welcomed guest speaker Ms. Elaine Mendoza, Chairman of the TAMUS Board of Regents. Chairman Mendoza began by thanking faculty for the work done and to be done during the challenges of the pandemic. She then detailed some items being worked on by the System:- Much work is being done on diversity, equity, and inclusion (DEI). There is a Leadership Academy for a national association of system heads addressing equity and student success, with one representative from each A&M institution participating at a national summit through June 2021, focusing on equity in student success.
- The Chancellor’s 2nd annual Summit on Diversity, Equity, and Inclusion will be held in mid-February, honoring individuals who have been leaders in DEI on each of the campuses, and working on improving DEI throughout the System.
- Last summer, the Board committed $100 million to a scholarship program to ensure the System schools mirror the citizens of Texas. The College Station campus receives about half of that money, targeting underrepresentation of minorities, first-generation, social-economically-challenged potential students in an effort to attract them to our campuses.
- James Hallmark, TAMUS Vice Chancellor for Academic Affairs, and Ann Kenimer, Associate Provost for Undergraduate Studies, led a revision on the State transfer-student policy. This will hopefully be adopted at a special meeting of the Higher Education Coordinating Board in March. The revision seeks to address problems with the Field of Study curriculum, finding better alignment between the community colleges and four-year institutions.
- Chairman Mendoza has had the honor of chairing the presidential search committee, citing great representation from the faculty, including Speaker Stallone and Interim President Junkins. The committee is charged with putting forth three worthy candidates to the Chancellor, who will then make his recommendation to the Board. The high quality of candidates speaks to the momentum and great work done by faculty and the university in recent years. Work is expected to conclude at the end of this spring semester.
- Chairman Mendoza expressed the importance of K-12 teacher education programs across the System, making sure we supply the best teachers to the state.
- James Hallmark is engaging in weekly meetings on enrollment management, an especially important issue during COVID. They are also focusing on assessment and improvement of student advising.
- Texas A&M is submitting materials for reaffirmation by SACSCOC this spring; there is System-wide sharing of documents and reviews to approve accreditation reports.
Chairman Mendoza then took questions from the following Senators: Senator Dale Rice, College of Liberal Arts; Senator Jay Ramadoss, College of Veterinary Medicine & Biomedical Sciences; and Senator Joe Simmons, College of Dentistry.
Speaker Stallone thanked Chairman Mendoza for speaking to the Faculty Senate.
SPEAKER COMMENTS
Speaker Stallone welcomed Senators back and offered best wishes for 2021. For those who had not seen the social media post by Interim President Junkins, posted the day following the insurrection and violence at the U.S. Capitol building, Speaker Stallone read it aloud.He shared that faculty members have expressed concern to him about teaching face-to-face during the current surge in COVID infections, and that he spoke to Interim President Junkins and Interim Provost Weichold about this. President Junkins asked if Senators could take home to their Colleges a request for volunteers to assist with COVID testing on campus; these volunteers would not do the actual testing but would assist in logistics. Provost Weichold and Dr. Shawn Gibbs, Dean of the School of Public Health, were present to provide information about managing the spring semester, and to answer questions.
Provost Weichold expressed gratitude for faculty’s work since March when COVID-19 necessitated changes. He shared that there were no classroom transmissions in the Fall semester, largely due to alterations such as increasing air flow, installing plexiglass barriers, mask-wearing, social distancing, and increased handwashing. The lowest levels of transmission were those that occurred on campus. Data and projections indicate the spring environment needs to be the same as in the fall. They will be monitoring multiple factors – both campus and community levels – and are prepared to make changes as needs arrive. Faculty and staff response to back-to-campus testing has been excellent.
Dr. Gibbs thanked everyone who has volunteered to assist with testing and to those who have received tests; 80% of the employee population has been tested. Faculty and staff had a positivity rate of 2.2%, and student employee and graduate students at 2.8%. Approximately 10,500 on-campus students would be required to be tested, and testing will be open to all students. They are expecting a positivity rate in students of 3%-4%, and have locations for students to isolate and quarantine. The purpose of the testing is not to create a bubble, but to isolate cases as quickly as possible. The current hospital and intensive care unit (ICU) situation was expected and is why spring break was shortened. The university is coordinating with local community and public health leadership.
Vaccinations are moving slowly nationwide, with the vaccine moving from the federal government to the state government to the region then to the providers. Texas A&M has “raised their hand” to be a provider and has filed the necessary paperwork, as has the College of Pharmacy, College of Medicine, and Student Health Services. Vaccines are arriving in the community, and there is an active Vaccine Task Force. They are working in Phase 1a to get health care workers vaccinated, as well as those in skilled nursing facilities, and have received notice that they may move into Phase 1b (those with high-risk medical conditions and people 64 and older). The University has not yet received any shipments of vaccine but is coordinating its plan for when it arrives.
